General Description

GeoData, in the scope of EarthCube (http://earthcube.org/), refers to datasets collected and curated by the broad 'Geo' community supported by: DoE, EPA, NASA, NOAA, NSF, USDA, USGS, etc. These datasets cover subject areas including agriculture, atmospheric, solid Earth, energy and climate, environment, geospace, ocean and polar sciences. EarthCube seeks a community-driven, interoperable, geoscience-wide geoinformatics infrastructure in concert with other agencies. The GeoData workshop series aims to complement EarthCube by extending the scope of the discourse beyond the NSF-funded geoscience research community. The GeoData 2011 workshop (http://tw.rpi.edu/web/Workshop/Community/GeoData2011) provided a forum for the rich exchange of ideas, experiences and challenges focusing on three subject areas: data lifecycle, citation and integration. Many key findings and recommendations have been extracted from the detailed breakout discussions and syntheses during and after the workshop and many have been acted upon. Topical categories included: metadata, standards, standards-based tools, culture, collaboration and workforce development. GeoData 2014 takes the next steps. It begins with a review of progress in those three subject areas in recent years, and continues the focus on data lifecycle issues within inter-agency and community conversations, connecting and interacting with on-going EarthCube community activities. GeoData 2014 focuses on two subject areas: (1) Social, political and financial issues of connecting geodata within and among governmental agencies and (2) Technical issues of connecting geodata in and among governmental agencies. Each subject will be covered by an introductory panel discussion and four working breakouts. Invited participants are sought from all ‘Geo’ disciplines, and beyond: information, computer and library science, agency, academia and commercial organizations, and student to senior faculty/administrators.

Meeting Objectives

• Document and disseminate progress on what approaches and progress inter-agency groups have made on data life cycle, data citation and data integration frameworks, which are well established, and to specify common gaps and opportunities across agencies and disciplines.
• Advance interagency coordination of geodata and build the culture and environment for collaboration. Approaches are discussed to address social, political and financial issues of connecting geodata in and between governmental agencies.
• Review the progress and best practices of technologies connecting geodata and improving interoperability among governmental agencies. Future technical directions in federated data search and discovery and knowledge discovery based on distributed data repositories are discussed.
• Stimulate academic and agency collaboration in geoinformatics and geodata retrieving, integrating, reusing and citing to identify opportunities to optimally leverage and implement capabilities to serve the needs of all constituents.
• Prepare a “State of GeoData” report for dissemination.

Participant Activities

GeoData participants will:
- Find out how to engage in an EarthCube funded activities that are defining and developing important aspects of EarthCube
- Meet peers in disciplines and communities that heretofore have not had sufficient means to become acquainted
- Extend nascent inter-agency connections in areas of common development/ application interest.
- Share state-of-the-art experience and practices in digital and distributed data management
- Explore technology, organizational, cultural and social challenges of multi-scale geo-datasets, as well as other challenges not currently being addressed.
- Identify software challenges, and formulate ‘sprint’ activities on focused topics.
- Participate in “Rants and Raves” video-teleconference sessions; drawing on successful experiences from NASA working groups
- Substantially contribute to the GeoData topical areas
- Extend their collective understanding of GeoData workforce capability and needs, and begin to address these needs.

Activities Planned

GeoData as an open and transparent community dialog and to further this environment the following are planned:
• Faceted online discussions to carry forward GeoData 2011 topics, and mesh them with EarthCube discussions.
• Open on-line weekly ‘hangout meetings’, ‘Rants and Raves’, etc.
• ‘Sprints’, which could be traditional software/coding activities or very focused use case development, or strategic inter-agency organizational action teams.
• Critical mass, face-to-face workshops (with some form of virtual participation)
• Other activities suggested by agencies, the organizers and the community

Meeting Venue

GeoData 2014 will be held in Boulder, CO, at the Center Green Campus of the University Corporation for Atmospheric Research (UCAR)/National Center for Atmospheric Research (NCAR). The conference center is located in the Center Green Campus building #1 (CG1). Local logistical support is being provided by the NCAR Library.
