How do we create a truly Semantic Web?

In 2001, Tim Berners Lee, Ora Lassila, and James Hendler unveiled their vision of the Semantic Web in an article in Scientific American, writing, “ The Semantic Web will bring structure to the meaningful content of Web pages, creating an environment where software agents roaming from page to page can readily carry out sophisticated tasks for users.” Six years later, we have several languages to implement the Semantic Web, Semantic site likes Twine, and Semantic technology is being embraced by some of the largest corporate players in the field. But there is still a long road to travel. How do we create a truly Semantic Web? What barriers are there to its continued progress? Is it even possible?

Define Meaning first - the debate will be resolved.

Like the word "understanding", Meaning remains undefined in a way that is coherent and coterminous with at least two other remaining concepts/words used in respect of human experience - knowledge and nurture.

We speak of their existence as if we intimately know what they mean. We turn their possession into a sort of common currency, which we exchange, value, transfer and trade. We have accumulated, banked and accounted for them in books and now it has become the elusive crock of gold at the end of the New Media rainbow.

Unfortunately these concepts/words are also such common currency, so frequently used that (without the historical need to see the wood for the trees) we haven't thought it necessary to stop and define these omnipresent concepts in front of us. Now, these age-old philosophical questions have been resuscitated by the Semantic Web debate... and if course because there's a fortune to be the first to get there.

So, define the concepts/words, get the crock of gold. Someone somewhere has the clear, co-terminus and pre-requisite definitions. However, if they are not in league with the big money, they are probably not going to be forthcoming.
