Overview

In a distributed environment, how should we obtain value(s) we need to reason over, if they are not in the same system or under the same control? (In this example, the FBI system can't decide whether to release/transfer information until it knows what the Florida system will do. It needs to be able to ask the Florida system what rules it is going to follow. This problem is not limited to being able to access other parties' rules. In other examples, it may be that in order to know which rule to fire, TAMI will need to know how another system categorizes the data.)

This scenario is a fictional compilation of criminal investigation process where different entities (private company, government agency) exchange and use data.

challenges

  • rule preemption: when multiple rules can be applied, users choose the one with the highest priority to fire
  • large and manipulatable dataset: provide non-trivial number of log data to test rules on difference condition.

Scenario Description

The Plot

ACT1: Private data

A man in a vehicle was observed apparently taking photographs of security guards at a private nuclear power plant.

One of the security guards did take some photographs of the man and his car.

The guard then turned over the photos to the local police.

The photographs include a clear picture of the vehicle and the license plate number, and a blurry photo of the man.

ACT2: State data

The local police first identified the [[TAMI.s11.license.number|licence plate number from the the license plate photo.

They then asked the Florida DMV with the the license plate number; and later was informed with the corresponding vehicle registration record and the owner's drivers license.

They also inquired the NCIC with the the owner's identity information from the registration record; and later was informed with some crime records indicating that the owner was a twice-convicted arsonist.

The local police then tried to match the photo from the the owner's drivers license with the photo taken by security guard and concluded the following: the latter photo was too blurry to reach a reasonable match, but there was nothing in the former photo that ruled out a match.

The local police therefore opened a criminal case investigation by creating an ISE-SAR record that included all of the above information derived or received by them.

The local police also put the ISE-SAR record into the Central Florida Intelligence Exchange (CFIX) so as to make it available to other local and federal government agencies.

ACT3: Federal data

The local police then subscribed the ISE's Alert system for more related records about the the owner.

Later, the ISE Alert system found a relevant file from FBI.

A FBI agent then released the file to the local police.
