In general, these obligations seems as if they could be arbitrarily complex. Does the proposed policy framework allow complex modelling of such obligations? If such modeling relies on a website to define its own terms (for instance, to model the event "if Yahoo! is acquired by or merged with another company"), how is a user meant to discover these terms for use in configuring their privacy requirements?
